Following Singapore Prime Minister Lee Hsien Loong’s official visit to Israel, Jordan and the Palestinian Territories in 2016, Singapore’s Temasek Foundation International (TF Intl) and Civil Service College (CSC), Jordan’s Ministry of Public Sector Development (MOPSD) and the Palestinian National Authority’s General Personnel Council (GPC) have collaborated to develop a ‘Public Service Excellence’ programme to exchange ideas and build capabilities in good governance and effective public administration policy and service.

The ‘Public Service Excellence’ programme is part of Singapore’s broader technical cooperation to support capacity building of the public service of Jordan and the Palestinian National Authority. It was officially launched on 22 March 2018 with the support of a S$921,700 grant from TF Intl – marking TF Intl’s first foray into the Middle East.

Over a period of 18 months, a series of workshops will be held in Amman and Ramallah. Approximately 125 participants will have the opportunity to learn more about Singapore’s developmental journey and adapt relevant ideas in their public sector reforms. In between workshops, participants will connect with their Singapore facilitators through an e-learning platform. The first workshop in Ramallah and Amman has since taken place in January 2018. Selected Jordanian and Palestinian participants will also visit Singapore public agencies and interact with local public officers through a week-long study visit to Singapore.

Mr Benedict Cheong (Chief Executive, TF Intl) said, “From the experience of many countries, we know that good governance, strong public institutions, effective policy-making, and efficient public administration and public service delivery are key pillars of economic development. As the roles and functions of public administration are dynamic, we hope that this programme provides a rich opportunity for officials from Jordan, the Palestinian Territories, and Singapore to interact and learn from each other. The exchange of knowledge will help to evolve policies, institutions and services to better serve society.”
