Temasek Trust has launched Spurring Singapore Socio-Economic Enterprises (S3E), its impact-first investment platform supporting commercially sustainable socio-economic enterprises in Singapore to develop and scale innovative solutions to local social challenges.
Socio-economic enterprises play an important role in meeting social needs through commercially sustainable business models. Yet many face a gap between grants and conventional commercial capital, alongside limited access to long-term financing, capability constraints and fragmented ecosystem support. These challenges can make it harder for enterprises with viable solutions to strengthen their organisations, attract further investment, and scale their impact.
S3E complements existing schemes by helping to bridge the funding gap between grants and conventional commercial capital. It provides patient non-grant financing with concessional return expectations and practical capability-building support in areas such as organisational development, financial management, fundraising and impact measurement. It also draws on the networks, capabilities, and insights of the Temasek Trust Collective and broader ecosystem to connect investees with relevant partners, mentors and funders. Returns on S3E’s investments will be fully recycled.
S3E's investment-based approach reflects Temasek Trust’s belief that commercially sustainable business models can complement traditional charitable approaches in creating social impact.
Initial focus on inclusive development
S3E will initially focus on two areas of inclusive development: inclusive access and opportunities, and sustained livelihoods. This focus was informed by an assessment of needs and where S3E could add the most value
S3E will support enterprises that improve access to essential services and create quality livelihood opportunities for underserved or disadvantaged groups in Singapore. Over time, it will broaden into other focus areas.
Building a stronger ecosystem
S3E aims to help investees become more commercially sustainable and investable, and better able to scale their impact over the long term. By working with public agencies and ecosystem partners to understand needs, align support, and facilitate referrals, it will help strengthen financing pathways, capabilities, and partnerships across the sector.
S3E also seeks to build demonstrable success cases that strengthen confidence in impact-first investing and encourage more capital to support socio-economic enterprises, contributing to a stronger socio-economic enterprise ecosystem in Singapore.
