Temasek Trust's Collaboratives: Partnering for Systems-Level Impact

21 Oct 2026

Temasek Trust now has three thematic platforms addressing interconnected challenges across Planet, Health, and Capital Innovation.

Today's social and environmental challenges rarely exist in isolation. Climate change affects health, livelihoods, and societal resilience. Ageing populations and emerging health threats place new demands on systems. Promising solutions often require philanthropic, public, and private capital to work together before they can achieve meaningful scale.

To respond more effectively, Temasek Trust (TT) has established three thematic Collaboratives. They bring together expertise, programmes, partnerships, and capital from across the Temasek Trust Collective (TTC) and the wider ecosystem to turn shared priorities into coordinated action and scalable impact across Asia and beyond.

Three Collaboratives for Collective Action

Planet Collaborative (P-Collab)

Launched in January 2026 and headed by Ryan Tan, P-Collab seeks to accelerate progress on interconnected environmental and climate challenges. Its initial focus areas include clean energy, industrial decarbonisation, carbon and emissions management, the circular economy, and heat and water resilience.

Health Collaborative (H-Collab)

Launched in July 2026 and headed by Dr Lee Fook Kay, H-Collab brings together governments, academia, industry, philanthropies, and international partners to address pressing health challenges in Asia. Its initial focus areas are climate and health; pandemic preparedness and health security; and lifelong health, from birth to healthy ageing.

Capital Innovation Collaborative (C-Collab)

Launched in October 2026 and headed by Dawn Chan, C-Collab will explore how financing approaches can mobilise more capital towards complex social and environmental challenges. It will identify and advance mechanisms across the capital spectrum, including innovative financing, catalytic capital, and blended finance, to help solutions scale. In line with this expanded ambition, the Centre for Impact Investing and Practices, a member of the TTC, has been renamed Capital Innovation for Impact (CIIP), reflecting its broadened remit.

How the Collaboratives Will Work

The Collaboratives will strengthen coordination, identify gaps and high-leverage opportunities, connect complementary efforts, and originate initiatives in unmet or emerging areas. Rather than duplicate TTC members’ mandates, they will work through the most appropriate members and partners to translate strategy into action.

TT will provide strategic direction, convening, and coordination. Where a TTC member has the appropriate mandate and capability, the relevant Collaborative will work through that member to implement initiatives. The implementing member will remain accountable for programme delivery, while the Collaborative will support portfolio coordination, strategic partnerships, and impact reporting.

Working With Partners

Partnership is central to the Collaboratives. External partners can contribute domain expertise, networks, capabilities, and capital, and work with TT to identify, develop, or scale solutions in shared priority areas.
